Title, RERA & Due Diligence: The Goa Buyer's Checklist

The single biggest risk in a Goa purchase is a title you didn't verify. An engineer-led, step-by-step due-diligence checklist covering title search, RERA, zoning, CRZ and the paperwork that keeps you safe.

Most property disputes in Goa are not about the building — they're about the land beneath it. A beautiful villa on a title you didn't fully verify is a liability, not an asset. This checklist is the process we run, in order, before we let a client sign anything.

1. Trace the chain of title

Commission a title search going back at least 30 years to confirm a clear, unbroken and marketable chain of ownership. Every transfer in that chain should be properly documented and free of gaps, disputes or unexplained parties.

2. Read the record of rights (Form I & XIV)

Form I & XIV is the heart of Goan land records. It shows the survey number, area, ownership and — critically — any tenancy or cultivation entries. If a name other than the seller's appears in the tenant column, stop and investigate: mundkar and tenancy rights can quietly encumber a sale.

3. Confirm zoning and land use

Check the plot's designation under the Regional Plan and the local Outline Development Plan:

  • Settlement zone — construction is generally permitted.
  • Orchard / green zone — limited construction, lower FAR.
  • No Development / eco-sensitive zone — building is heavily restricted or prohibited.
  • CRZ (Coastal Regulation Zone) — special rules apply near the coast; the CRZ category dictates what can be built and how close to the water.

A cheap beachfront plot is often cheap for a reason — verify the CRZ line before you fall in love with the view.

4. Check conversion (Sanad)

If the land was agricultural, it must be legally converted to non-agricultural (settlement) use via a Sanad before a home can be built. No conversion means no legal construction — regardless of what a broker promises is 'easily done later'.

5. Verify RERA for new projects

For any under-construction or newly launched development, look up the project's registration on the Goa RERA portal and confirm:

  • The registration number is genuine and active.
  • The promoter, land details and sanctioned plans match what you've been shown.
  • The declared completion date and carpet-area definitions are on record.
  • There are no complaints or orders flagged against the project.

6. Inspect approvals and certificates

  • Approved building plans stamped by the local authority.
  • Construction licence and, for a ready home, the occupancy / completion certificate.
  • Encumbrance certificate confirming no outstanding loans or charges.
  • Nil-dues on property tax, electricity and water connections.

7. Match paper to ground

Finally, walk the site with the survey plan in hand. Boundaries, access roads and actual built area should match the documents exactly. Encroachments, shared access and unrecorded structures are far easier to spot on foot than on paper.
